<br />~ <br /> <br /> <br />........ <br />E~ ~ILLS <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />DATE: March 20, 2001 <br /> <br />TO: Joe Lynch, City Administrator <br /> <br />FROM: Dave Scherbel, Building Official <br /> <br />SUBJECT: Emergency Generator Backup for New City Hall <br /> <br />The Cities EOP (Emergency Operations Plan) requires that City Hall must act as the main <br />control center in the event the City experiences an emergency or natural disaster. Staff <br />has consulted with three separate contractors for the price of a generator and has <br />detemlined the following options. <br /> <br />. <br /> <br />1.) Provide a permmlent generator that would handle minimal operating capabilities. It <br />has been determined that a I OOkw gcnerator would operate all lights, computers, and <br />cooling system on the 1 sl and 2nd floor only. (No basement, Council Chmnbers, or <br />elevator). The cost for a 100kw generator is approximately $27,500.00 plus <br />installation of approximately $36,500.00. <br />2.) Provide a permanent generator that would handle the entire building. A 200kw <br />generator costs approximately $36,000.00, with installation costs of$33,500.00. <br />3.) Provide manual transfer switch and necessary wiring for a portable generator. The <br />cost for this is approximately $13,500.00. A portable generator can cither be rented <br />for approximately $2,100.00 per week or purchased for approximately $32,300.00. <br />The problem with renting is there will be no guarantee one will be available when <br />needed. <br /> <br />Other items to note - the generator installation price is for a permanent generator <br />installed at the far NW comer of the parking lot enclosed by a cedar fcnce, with the <br />wiring to the building underground, Also, part ofthe cost for the generator could be <br />recovered by participating in Excel Energy's offline peak cnergy plan. The savings <br />would be a minimum of 1 0% per summer months, with a potential of up to 40%, This <br />depends on what type of program you enroll in. <br /> <br />. <br /> <br />The portable generator would not have thc high cost of installation, nor the problem of <br />where to locate it as it would only be used in an emergency. If the City were to purchase <br />a mobile generator the City would also have the ability to use it elsewhere in the City as <br />needed. <br />
