<br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />March 22, 2001 <br /> <br />TO: <br /> <br />Mayor and City Councilmembers .1 <br /> <br />Joe Lynch, City Administrator(j <br /> <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />City Hall- Technology, Maintenance and Security and Furnishing <br />Options for City Hall <br /> <br />Staff volunteered for service on three (3) different subcommittees to look at technology <br />upgrades, maintenance and security, and furnishings required for City Hall. <br /> <br />If the end results desired by the City COllilcil are a flexible, fllilctional, available City Hall, the <br />following will achieve those end results. <br /> <br />Furniture <br />Furniture was preprogrammed in the original overall cost estimate for City Hall construction <br />(Attachment A - Staff memorandum dated February 16, 2001), There was never any <br />breakdown on the cost itemization for direct purchase of furniture and what was to be applied to <br />the management of furnishing the building. <br /> <br />We've obtained a proposal from Architectural Alliance for managing tile bid, installation and <br />administration offllrnishing City Hall at $20,000,00. The remaining portion of the budgeted <br />$155,000.00 would be applied to the furniture purchase itself. <br /> <br />Maintenance and Security <br />Staff is recommending that the City go to a remote card reader system (Attachment B - Staff <br />Memorandum dated February 13,2001). This system allows for the most flexibility for City <br />Hall security. The new City Hall will be used in completely different ways that any of the public <br />facilities have been to-date in the City. You will have multiple groups and individuals requesting <br />use of space at various times (day, evening and weekends). The City needs a flexible, functional <br />system that allows for use of the available space, yet provides for protection expected upon <br />entering City Hall. <br /> <br />Previous discussions indicated that the fallback position is the current system, which is key sets <br />and programmable alarms. While this may seem to fit the qualification of basic and necessary, it <br />will not allow the use and full functionality of City Hall. With the key system, we would need to <br />designate an individual for distributing and collecting keys and reprogramming security codes; <br />collect security deposits; and to explain to disgrlliltled users why we had to keep all or a portion <br />of their security deposit because oflost, misplaced or non-returned keys. This person would also <br />need to be available to respond when a security code was not entered properly or the building <br />was not properly secured at the end of an event. <br />
