The need for and benefit of shoulders are: <br /> <br />. to provide an emergency stopping area for disabled vehicles; <br />. to provide an escape area to avoid an accident; <br />. to provide an area for vehicles to slow and make turns out of the through lanes; <br />. to provide for drier through lanes during heavy rains; <br />. to provide an area for maintenance operations and snow storage; and <br />. to provide an additional separation between traffic in the through lanes and <br />obstructions or people adjacent to the highway <br /> <br />Cold In Place Recvcle and Shoulder Paving <br />From Hamline Avenue to the new T-intersection, the roadway will be recycled and the north <br />shoulder will be paved to a width of 8 feet to accommodate pedestrians and bicycles. <br /> <br />Stormwater Ponding <br />Storm water ponding will be provided to minimize water quality impacts and for storage. <br />Ponds will be constructed to National Urban Runoff Program standards. Ponds will require <br />permanent drainage easements and temporary construction easements. <br /> <br />Perimeter Road and Fence <br />The perimeter road and fence will need to be relocated in the area immediately west of <br />Lexington Avenue. The perimeter road is on National Guard property and was formerly part <br />ofTCAAP. <br /> <br />4.3 Project Funding <br />The total estimated cost to reconstruct this segment of County Road I is $1,194,122. The final <br />cost will be determined as project design proceeds. Project funding will be finalized through <br />the State and local approval process.
