<br />I <br />It <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />it <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />4.4 Proposed Construction Year <br />Ramsey County proposes to reconstruct County Road I in 2002, subject to available funding. <br /> <br />5.0 AL TERNA TIVES <br /> <br />Ramsey County Public Works has considered many alternatives since 1987. No project has <br />been implemented to date because of numerous obstacles to construction (including the <br />aqueducts and very poor soils), difficulties in securing environmental permits, and lack of <br />public support for any of the proposed alignments. <br /> <br />5.1 No-Build Alternate <br />The No-Build Alternate includes no upgrades to the existing roadway other than potential <br />future overlays on existing pavement. This alternate does not improve congestion, safety, or <br />geometrics or provide an adequate east/west corridor. Therefore, the No-Build Alternative <br />would not correct the current deficiencies identified and as a result is not a feasible alternative. <br /> <br />5.2 Signalize the Existing County Road IILexington Avenue Intersection <br />The intersection configuration of County Road I at Lexington Avenue currently consists of <br />two T -intersections separated by 400 feet. The south intersection, which includes County <br />Road I to the east, is controlled by an all-way stop. The north intersection, which includes <br />County Road I to the west, has a stop condition for eastbound County Road I. <br /> <br />Each of these T-intersections was analyzed to determine if warrants are met for the <br />installation of a traffic signal. Based on traffic counts by Ramsey County, sufficient traffic <br />volumes exist on westbound County Road I to warrant the installation of a traffic signal at <br />the south intersection. <br /> <br />If the existing geometrics are left in place the intersection could be signalized with the <br />following two options: <br /> <br />Signalize the South Intersection Only <br />The first option is to signalize just the south intersection. This will have a detrimental effect <br />on both Lexington Avenue through traffic and the north intersection turning movements. <br />Southbound Lexington Avenue traffic will frequelltly back up past County Road I to the <br />west, especially in the a.m. peak hour. This will make entering Lexinglon A venue from the <br />west even more difficult than it is today. Also northbound Lexington Avenue traffic will <br />have a difficult left turn onto westbound County Road I because it is immediately north of <br />the traffic signal at an uncontrolled intersection. <br /> <br /> <br />Signalize Both Intersections <br />Another option is to signalize bolh T -intersections as one system. This will also have a <br />detrimental effect on Lexington A venue through traffic.
