This process has apparently been on-going since the early to mid '90's and <br />is now hopefully nearing adoption. <br /> <br />. <br /> <br />The code has been researched, edited and amended over the years by numerous attorneys <br />at the League of Minnesota Cities; the City Attorney; and American Legal Publishing <br />Corporation. A staff concern has been the continuity of the document with the various <br />parties coming and going during this lengthy process. <br /> <br />A copy of the original contract (unsigned) with the League of Minnesota Cities; and a <br />copy ofthe supplemental agreement with American Legal Publishing is enclosed for <br />Council information. <br /> <br />Considerations <br /> <br />Copyright <br />I spoke with Ray G. Bollhauer, the Attorney with American Legal Publishing <br />Corporation who processed our Code of Ordinances. He stated that American Legal <br />Publishing had no copyright rights to our code. He only suggested that by continuing a <br />relationship with them, the City would be assured of ongoing inclusion and updating of <br />the Code, rather than an entire recodification at will. <br /> <br />Process <br />This memo addresses process issues at this time. <br /> <br />. <br /> <br />Aaron Parrish, the City's Planner, has successfully opened a draft copy of the entire code <br />as provided by American Legal Publishing. Staffwill compile additional Council and <br />staff changes; changes recommended by Councilmember Rem; and changes <br />recommended by City Attorney Filla and present a final draft to the City Council prior to <br />adoption. <br />
