City Obli~ations. The City shall accomplish the following tasks: <br /> <br />a. Request for Qualifitlltions. City shall prepare an RFQ and <br />reTain a planning consultant who shall prepare a Comprehensive <br />Plan Amendment and Infrastructure Plan for the TeAAP Site <br />to include the following elements: <br /> <br />(I) <br /> <br />Comprehensive Plan Amendment and Overlay Zoning <br />Ordinance, Design Guidelines, and related regulatory <br />changes to ensure implementation of the Comprehensive <br />Plan Amendment. <br /> <br />(2) Transponation analysis and study. <br /> <br />(3) Preliminary layout of infrastructure (street, sewer, water, <br />and storm water). <br /> <br />b. Retain Financial Consultant. Retain financial consultant to <br />provide an economic impact study for the construction and <br />payment of public infrastructure improvements for the TCAAP <br />Site. <br /> <br />c. Compr"'hensive Plan Amendm"'nt. Submit Comprehensive <br />Plan Amendment to Metropolitan Council for review. <br /> <br />5 <br />
