MN <br /> <br />EAW <br /> <br />September 2001 <br /> <br />At the larger end of the project (495,000 square feet GFA), the development is <br />anticipated to generate 5,500 vehicle trips per day, Each peak hour was analyzed by <br />distributing traffic to inbound and outbound volumes from the development and then <br />to the roadway system, In distributing traffic, the area population eoncentration and <br />peak hour operational characteristics of the adjacent roadway system were utilized. <br />This distribution was compared to past studies and was consistent. The CSAH 96 <br />intersections at Round Lake Road, and each of the I-35W ramps were modeled in the <br />p,m, peak hour using Synchro, a software package which simulates traffic flow and <br />calculates capacity and level of service (LOS), to estimate the effect this parcel has on <br />level of service, <br /> <br />In the a,m, peak hour, the larger range of the development will generate <br />approximately 230 westbound left turns from County Road 96 to Round Lake Road, <br />The development will also generate approximately 440 eastbound right tums, Major <br />impacts on adjacent intersections are 154 southbound left turns from I-35W to County <br />Road 96 and 285 northbound right turns from the northbound I-35W off ramp. The <br />third major approach volume consists of 165 additional northbound left turns from <br />Highway 10 to westbound County Road 96, <br /> <br />In the p.m. peak hour, it is anticipated that the parcel will generate 637 outbound <br />trips, Of these trips, 414 will turn left toward I-35W and 269 of those turning left to <br />go south on I-35W. The remaining 223 outbound trips will make right turns from <br />Round Lake Road onto County Road 96. The traffic generated by the projeet is not <br />anticipated to signifieantly affect the level of service at any of the modeled <br />intersections, The level of service one year after buildout (2003), both with and <br />without improvements to County Road 96, is anticipated to be no less than B, which <br />exceeds the design level of service of D. <br /> <br />Appendix J shows turning movement volumes at each of the modeled intersections, <br />and includes a level of serviee grade for both the existing conditions and those one <br />year after buildout. <br /> <br />Describe any traffic improvements necessary: <br /> <br />Ramsey County has planned improvements to County Road 96 between Old Highway <br />8 and Highway 10. These improvements include the widening of County Road 96 to <br />provide two through lanes and separate designated turn lanes in each direction, The <br />intersection at Highway 10 may be replaced with an interchange. A north leg will he <br />added to the interseetion of Round Lake Road and County Road 96, In addition, <br />pavement marking on Round Lake Road's northbound approach to County Road 96 <br />will be modified to provide dual left turns, one through lane, and a right turn lane.
