Arden Hilk MN <br /> <br />January 4,2001 <br />vage 3 <br /> <br />Based on the research condueted fDr this' Phase I EA, no, recognized .- <br />environmental eonditions were identified for the Site with the exeeption of the .. <br />following: <br /> <br />. Buried items may have been encountered during development of the ATS <br />Steel building located adjacent to the north of the Site, Large circular <br />struetnres possibly associated with the former rendering plant were present in <br />the 1950s at this location. Hazardous wastes have been generated at this <br />faeility for at least the past ten years, Based on the historical uses of the ATS <br />Steel property, there is a potential for subsurface eontamination at the Site, <br /> <br />. A geoteehnieal soil boring eompleted at the Site identified fill that included <br />cinders, This souree of this fill material is unknown and eould represent a <br />potential souree of eontamiiJation, <br /> <br />Issues noted for the Site that are not recognized environmental conditions as <br />defined by the ASTM standard are as follows, <br /> <br />. Two groundwater monitoring wells that are part of a large groundwater <br />monitoring network associated with the former Twin Cities Army <br />Ammunition Plant (TCAAP) are loeated on the Site, The wells will likely be <br />required to remain in-plaee to continue monitoring operations, The loeation .- <br />of the wells may impact Site development plans, .. <br /> <br />. Review of data on water samples eollected from the TCAAP monitoring wells <br />indieates that groundwater on the western edge of the Site was impacted in the <br />past with volatile organie eompounds (VOCs), representing a historical <br />recognized environmental condition_ Beeause contamination has not been <br />detected in these wells for several years, and because a groundwater pump and <br />treat system eontinues to operate at the TCAAP faeility, this is not considered <br />a current recognized environmental eondition for the Site, <br /> <br />. Insulated wallboard with a tarpaper layer that may contain asbestos was <br />observed on the ground surfaee on the northwest comer of the Site. <br /> <br />. A 1989 report stated that an old dump was loeation on the western portion of <br />the Site, Historieal aerial photographs and eurrent information from the <br />MPCA indicate the Site was not the dump location, An addendum letter will <br />be issued after reeeipt of information from MnDOT regarding the dump <br />loeation, <br /> <br />e <br />
