e

e

.

~
~~HILLS

MEMORANDUM

TO: Joe Lynch, City Administrator

FROM: Thomas 1. Moore, Parks & Recreation Director and Acting Public Works Director

SUBJECT: Parks & Recreation Purchase of a Replacement Pickup Truck

DATE: February 21,2002

Backl!round

The Parks and Recreation Department have budgeted for the replacement of vehicle #13, a 1996
Chevrolet I ton 4x4 truck, in the 2002 Capital Improvement Plan Budget. This vehicle is
equipped with an eight foot Leo Plow. This vehicle has been used to plow ice rinks and trails in
the winter. In addition, it is one of the primary transport vehicles for the Taro lawnmowers and
snowblowers.

The funds allocated in the 2002 Parks CIP will only allow for the purchase of a 2002 Ford Super
Duty F250 4x4 pickup. This vehicle will be undersized and underpowered for the duties
performed by a one ton truck. Staffis respectfully requesting that we do not replace vehicle #13
this year. Instead, staffrequests we replace parks vehicle #2. Parks vehicle #2 is a 1996 Ford
F250 % ton 4x4 with 54,595 miles. Parks vehicle #13 can be replaced in the future when funding
is available for the replacement of a I ton vehicle.

Minnesota Cooperative Purchasinl! Venture (CPV)

The City of Arden Hills currently pays $350 annually to maintain membership in the Minnesota
Cooperative Purchasing Venture Program. This allows the City to participate in State
specifications and bid prices, resulting in the City of Arden Hills paying the same amount for a
single piece of equipment as the State does for numerous pieces. The discount is such that a City
buying a new piece of equipment through the CPV will typically pay less than buying a slightly
used piece of equipment, which was not purchased through the CPV.

Superior Ford, is the vendor that has the State contract for Ford vehicles. Their Minnesota State
contract number for light trucks is 0877Cl.
