<br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS CITY COUNCIL MEETING MINUTES <br />MARCH 11, 2002 <br /> <br /> <br />3 <br /> <br />,,~~~\ <br /> <br />Councilmember Aplikowski stated she did not believe it was necessary for a Plan B and to <br />proceed with this proj ect. <br /> <br />Councilmember Grant requested staff prepare a five-year plan for road maintenance. Mayor <br />Probst replied this had been previously requested of staff. <br /> <br />B. Excel Utility Line <br /> <br />Mr. Lynch updated COllilcil on a letter he sent to Xcel Energy regarding construction of overhead <br />electrical lines in the future. <br /> <br />Mayor Probst asked if Council wished to express their view in any stronger terms other than Mr. <br />Lynch's March 4,2002 letter sent to Xce1. He asked COllilcil how they wished to proceed. <br /> <br />Councilmember Grant indicated he was not sure of the chain of command ofXcel Energy, but <br />believed the letter was sufficient. <br /> <br />Mayor Probst indicated he was frustrated with the unwillingness ofXce1 Energy to give the City <br />a contact person at the company. <br /> <br />Councilmember Aplikowski stated she agreed with the premise, but she believed this was a sign <br />of the times. She believed by having surrounding communities pay for what they wanted, Xce1 <br />now took the position if the Cities want something, they would have to pay for it. She agreed <br />with the letter and the Mayor's opinion, but believed this would probably occur again in the <br />future. <br /> <br />COllilcilmember Larson stated the letter was fine, but he did not believe the letter would be of <br />any benefit or get Xcel Energy's attention. He stated he was not sure what leverage the City had <br />to get Xcel's attention. He indicated he did not have a great deal of confidence this letter would <br />result in any changes. <br /> <br />Mayor Probst indicated at this time they would wait to see if they received a response from Xcel <br />Energy. <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Mr. Lynch updated Council on a Legislative proposal limiting the City's ability to have input on <br />the highway system. He suggested each Councilmember write a letter or, in the alternative, the <br />Mayor write a letter. <br /> <br />Councilmember Larson stated Council needed to be clear enough to staff so staff had good <br />direction in preparing such a letter. He indicated he would prefer not having to write a letter. <br /> <br />Councilmember Aplikowski stated if the Mayor was going to sign the letter, the Mayor should be <br />the one to edit the letter. She requested the next time a letter goes out from the whole COllilcil, it <br />have the signature of all Councilmembers. <br />
