<br />ARDEN HILLS SPECIAL CITY COUNCIL MEETING MINUTES <br />MARCH 11,2002 <br /> <br /> <br />2 <br /> <br />. <br />I <br /> <br />"",~~\ <br /> <br />Kelly Doran with Robert Muir and Company, a Florida based commercial development <br />company, noted that the Northtown Mall in Blaine was a Robert Muir development. Mr. Doran <br />indicated that they have redevelopment experience. They worked with the City of Blaine and <br />their Economic Development Authority on the Lexington 35W Villages of Blaine development. <br /> <br />. <br /> <br />Tom McGough, Jr., represented McGough Construction. Mr. McGough showed a presentation <br />on projects they have done which included General Mills, HB Fuller, and Carlson Company <br />buildings, <br /> <br />Frank Ricks is with the Plmming and Architectural Firm of Looney, Ricks, and Kiss in the <br />southern United States, Mr. Ricks indicated that his firm was the town designer for Celebration <br />Florida, which is the plmmed community built by the Disney Corporation. <br /> <br />After the presentation the COllilcil asked questions. Mayor Probst wondered if anyone has <br />considered how to gain community involvement and acceptance of any proposed type of <br />development. Mr. Ricks ofLRK responded that there are several options to gain commlli1ity <br />involvement and acceptance including open forums, charettes, and neighborhood focus groups. <br /> <br />Mayor Probst also asked about any experience the group may have had with being able to obtain <br />the necessary property transfer from the federal government. The group indicated they have some <br />experience working with developers after the local unit of government has obtained control of . <br />the property. They have worked with redevelopment authorities as property became available <br />after clean up was completed. <br /> <br />Mayor Probst indicated the community is concerned about affordable housing, He asked how the <br />group would meet affordable housing criteria that has been established. This is something that <br />the City of Arden Hills wants to accomplish in the proposed TCAAP development. Mr. Stutz <br />responded that they are prepared to deal with the affordability through Rottlund Homes or David <br />Bernard Homes, IPI for multiple family housing and Presbyterian Homes for senior housing. <br /> <br />The Mayor asked what kind of dedication the group had for providing financial resources and <br />time commitment. Mr. Noonan indicated that the companies involved are prepared to make the <br />necessary financial resources available. Mr. Noonan indicated the groups llilderstand that this <br />change cannot happen in a short time frame. <br /> <br />Councilmember Larson inquired if the group had any concept about minimums or maximums for <br />uses in order to make the project economically feasible. Mr. Noonan indicated there was no <br />minimum or maximWll in terms of amOlli1t of land uses to proceed with the project. He stated he <br />did not believe that it was necessary to have a regional retail development on the property in <br />order to make it economically feasible. He believed a town center concept or villages would be <br />more appropriately sized. <br /> <br />. <br />
