Site clean up is not a role we intend for them to play.

.

As you are aware, we have made a conscious decision not to align ourselves with any
particular group of consultants at this time for reasons we have previously expressed.
The one exception we made was AES. We asked them to join our presentation because
of their expertise in designing environmentally creative solutions when planning
neighborhoods. This sometimes involves innovative approaches as shown by the way
they design systems to treat storm water, but it can also be as simple as spending
extensive time studying and understanding the ecological features of a site prior to
starting and then protecting and enhancing these features during the development process.
We believe this approach has a number of benefits, both ecologically and culturally. We
also find that this approach can be used on all types of sites, including sites with high-
density development.

Since this is a different approach from what most developers follow and is an integral
part of our development philosophy, we believed it was important for you to meet Steve
Apfelbaum from AES. Because of AES's expertise and their participation in the clean up
ofthe Upper Landing site in St. Paul, they may play some role in the TCAAP clean up.
However, it has never been our intent to have AES take the lead in determining what
additional site clean-up may be required (assuming the US. Army only brings the site to
industrial standards) or to take the lead in designing any further remediation.

1521 94th Lane :-0.E.

_capo]is, J\.tinneS0l8

WJ

phone 763 7)2-K974

Lr\ 7(,-; '92-S97h

. ,
."-!

on
