.

.

.

Memo to Planning Commission
Planning Case #02-03: Podlasek Minor Subdivision
Page 3 of 4

Lots ReQuired Lot Width Provided Lot Width
LotB 90 feet 120 feet
LotC 90 feet 115 feet

4. Setbacks. The buildable area of each lot will allow for standard setbacks in the
R-1 Zoning District The existing single family residence will still be in
compliance with the applicable setbacks after subdivision occurs.

5. Easements. The subdivision regulations require easements at least twelve (12)
feet wide centered on lot lines for utilities to be dedicated to the city. Since
easements are not identified on the survey submitted, this is included as a
condition of approval.

6. Grading. The proposed drainage, sediment and erosion control measures which
are going to be used in the development of this property have not been included
with the minor subdivision application. The Zoning Ordinance in Section VI, G,
8, b, requires that finished slopes and grades shall not cause adverse drainage
effects on adjoining properties. This will be evaluated in conjunction with the
building permit application when Lot B is developed.

7.

Utilities. The lots can be served with sanitary sewer and water service from
existing utilities.

8. Access. Both lots would be accessed from North Snelling.

9. Park dedication. The minor subdivision application provides for no dedication
of park land. The Park Service Area map from the comprehensive plan does not
show a need for additional park land in this area. Therefore, staff is
recommending payment of a park dedication fee in-lieu of the dedication of park
land if the minor subdivision is approved. Based on the subdivision ordinance,
the applicant would need to submit an independent appraisal of the lot so an
accurate market value can be ascertained.

The applicant has indicated he would like to see a reduction in the fee since he
will not be selling the lot Rather, as previously stated, he will be giving the lot to
one of his daughters. This request ultimately needs to made to the City Council.

The applicant will be available at the meeting to clarify any questions that you might
have relative to any of the aforementioned items.

Recommendations
