He <br />notcd his firm's primary arca of expertise is in assistance with comprehensivc planning and <br />zoning, enviromnental review process, and cnvironmcntal pcrmitting proccss. <br /> <br />Mr. Murnane closed commenting that this collection of partners is prepared to step forward and <br />work with the City of Arden Hills rcgarding the acquisition and development ofTCAAP. <br /> <br />Mayor Probst requcstcd comments on how or what role "big-box" development would have in <br />TCAAP. <br /> <br />Mr. Murnane respondcd that there were many alternatives to major retail development. <br /> <br />Mayor Probst inquired what will be the trigger mechanism for initiating development on a <br />. property; would it be retail, commercial or residcntial. <br /> <br />Mr. Murnane responded retail would have to be a part of the cnginc that drovc dcvclopmcnt ticd <br />directly to rcsidential. <br /> <br />Mr. Newman responded that open space and park development need to be woven into the initial <br />the devclopment so that people had an opportunity to recreatc and enjoy open spacc. <br /> <br />Mayor Probst inquircd about the residential development and indicated it appearcd to be high- <br />cnd housing, and requested information on how the group planned to address life-cycle housing <br />nceds within the City. <br /> <br />Mr. Murnane indicated that the partners that had been chosen can provide many different types of <br />residential development and they would work with the City to meet those needs and the desires <br />of the Mctropolitan Council. <br /> <br />Council Member Aplikowski refcrred back to the altcrnativc storm watcr managcmcnt plan that <br />Mr. Applebaum talked about, and inquired how this would function in a retail area. <br /> <br />. <br /> <br />Mr. Applebaum responded that the storm water is dealt with mainly through infiltration, but <br />whcre they are unable to obtain thc ncccssary volumes, areas drained to rcplacc and thc watcr <br />would drain off. 50-60% less run-off occurs because ofthis infiltration. <br /> <br />Grant askcd about the Joliet, Illinois property, and whether or not it was an early transfer process. <br />
