He stated he would not support <br />going back into Ingerson, but he was in support of the Karth Lake proposal. <br /> <br />Mayor Probst asked if they abandoned the Ingerson neighborhood for next year, <br />what did Council Member Grant propose in its place. Council Member Grant <br />replied he would like the City Engineer to look into this. <br /> <br />Mr. Brown stated whether they had the money or not, the Ingerson neighborhood <br />was still the number one concern. He agreed that overlay projects were more time <br />sensitive, but the Ingerson neighborhood had been substantially deteriorating and <br />this should be the City's major priority. He indicated the Ingerson neighborhood <br />ranked at the top of the list, regardless of whether the money was there or not. <br /> <br />Council Member Larson stated if they were going to go forward with a Pavement <br />Management Program, then the Ingerson neighborhood should be reconstructed. <br />He expressed concern that every time the Council reached a consensus as to what <br />they were going to do, they appeared to get cold feet. He indicated they had <br />previously agreed on doing the neighborhood approach and not an individual street <br />approach and he found it frustrating that they were not taking the approach they <br />had previously agreed to. <br /> <br />Mr. Lynch stated he believed Ingerson fit the criteria the Council had previously <br />established for the Pavement Management Program. <br /> <br />Council Member Grant asked what the PCI rating in 2003 would be for the <br />Ingerson neighborhood. The City Engineer replied it would probably fall another 5 <br />points, and it would be likely to continue at that rate or accelerate. <br /> <br />Council Member Grant asked if there were other streets in the mill and overlay. <br />The City Engineer replied Brighton Way and Chatham were the next candidates in <br />line. He stated these two streets were relatively small projects. <br /> <br />Council Member Aplikowski stated the Council had decided they were going to do <br />the neighborhood approach and since this had been identified, they should move <br />forward with this. She agreed with Council Member Larson that they should not <br />take steps backward and they should move forward and stay together as a group. <br />She urged the Council Members to move forward with the feasibility report on the <br />Ingerson neighborhood. <br />
