City Accountant/Treasurer Memorandum <br /> <br />Mr. Lynch explained the current and historical duties of the City Accountant/City <br />Treasurer. He recommended the Council find the position of City Treasurer was <br />necessary; the position was not a voluntary position and had not been since July <br />27, 1992; that the duties and responsibilities of City Treasurer can be performed by <br />one person in one position; that the duties and responsibilities of City Treasurer be <br />specifically denoted in the job description of City Accountant; find that both <br />positions have been performed by Mr. Post for the last ten (10) years; find that <br />both positions should continue to be performed by Mr. Post as City Accountant; <br />find that if Mr. Post indicated refusal to perform the duties of City Treasurer as <br />found necessary and as directed by Council, Mr. Post be informed that he could be <br />disciplined, including tennination for failure to perform his job as directed. <br /> <br />Mayor Probst stated he believed the reason the City had gone down this direction <br />was with the intent of having one person do both of those duties. He suggested the <br />Council agree with the first six findings in Mr. Lynch's memorandum. <br /> <br />Council Member Larson requested Mr. Post give Council some background on his <br />recommendation. He commended Mr. Post on his fine job as City <br />Accountant/Treasurer. He asked if this was a philosophical or financial issue. Mr. <br />Post replied it was a philosophical issue. <br /> <br />Mr. Larson asked if this was an issue that could be overcome if the Council felt it <br />was important to keep the positions as one. Mr. Post replied as the person <br />perfonning these duties he was of the opinion that these were two positions and not <br />one. He asked what was the reporting structure of these positions. <br />
