Enclosed is a copy of the proposed "revised" Mission
Statement with accompanying statements of value for the City. This is provided for your review
and information.

The Mission Statement should serve the following purposes:
. Decision forming tool (biggest bowl)
. Understanding by all as the basis for budgetary, program and service decisions
. Quickly identifies the purpose and function of the City
. Guiding framework for the every day work of staff

Council needs to consider what their next step should be. You are poised on the edge of a major
undertaking, TCAAP planning and redevelopment. The question that needs answering, is the
current Mission Statement capable of carrying the City through that process? Does it apply to the
product that will ultimately develop and does it apply to the other portions ofthe City during and
upon completion ofredevelopment?

Council can deal with this issue now and develop a Mission Statement that can be a guide to the
. TCAAP process and any and all outcomes.

The other options is the Council can wait until the planning process piece is completed and use
that community bonding experience to forge the Mission Statement that will apply to the
community on both sides of Highway 96.

.
