Generally, <br />the purpose of the Neighborhood Business District is the following: <br /> <br />a. To be located at the edge of residential neighborhoods. <br /> <br />b. To provide a limited range of over-the-counter, convenience, retail, and service <br />uses to accommodate the needs of the adjacent residents. <br /> <br />c. To place limitations on the type, size and intensity of uses within this district, <br />given its proximity to residential uses. <br /> <br />d. To place emphasis on convenience for pedestrian, bicycle, and public <br />transportation access to the use. <br /> <br />e, To accommodate, where possible, a public commons giving residents a place to <br />gather and interact with one another. <br /> <br />f. To ensure adequate buffering is provided on these sites for the adjacent residential <br />uses. <br /> <br />g. <br /> <br />To require, where applicable, compliance with the City's gateway requirements. <br /> <br />. <br /> <br />3. Parking:. The following highlights the parking as currently outlined: <br /> <br /> <br />er 250 s.f. of oss floor s ace <br /> <br />43 slalls <br />53 stalls <br /> <br />The parking deficiency would need to be further evaluated and addressed in conjunction <br />with any plans that proceed on the property, <br /> <br />4. Landscape Lot Area: The City's landscape lot area for the Neighborhood Business <br />Zoning District is 35%. At this time, the applicant is proposing to provide44% on site. <br />Overall landscaping would need to be detailed if final plans are brought forth. <br /> <br />5. Traffic and Access: The plan contemplates one access point onto Cleveland Avenue. <br />Staff would suggest that this access be placed as far south as possible. <br /> <br />6. Storm Water Management: The applicant is currently evaluating options for storm <br />water management on the site. This would require further evaluation by the City <br />Engineer since the Rice Creek Watershed District does not have requirements for sites <br />less than 2.5 acres. <br /> <br />7. <br /> <br />Building Elevations: The enclosed building elevations outline the building aesthetics. In <br />addition, the applicant has included pictures of a similar project in Shoreview. The <br />primary building materials in the front would be brick and another "natural" material per <br /> <br />. <br />
