Where a subdivision abnts or contains <br /> <br />an existing or planned arterial street, the City Council may require a kleaI residential <br /> <br />or neighborhood street parallel and adjacent to the arterial street or other such <br /> <br />treatment as may be necessary for adequate protection of residential properties and to <br /> <br />afford separation ofthrough and local traffic. <br /> <br />Subd. n Half Streets. Half streets shall be prohibited, except where essential to the <br /> <br />reasonable development of the subdivision in conformity with the other requirements <br /> <br />of these regulations and then only when the City Council finds it will be practicable to <br /> <br />require the dedication of the other half when the adjoining property is snbdivided. <br /> <br />Wherever there is an existing half street adjacent to a tract which is to be snbdivided, <br /> <br />the other half of the street shall be platted within the proposed tract. Half streets <br /> <br />providing access to a lot shall not receive a building permit nntil the other half ofthe <br /> <br />street has been platted. <br /> <br />Snbd. l.! 12 Reserve Strips.
