.- . WHEREAS the RCWD's approval of the local plan rests on the City's agreement that the RCWD will continue to exercise its present regulatory authority; and . WHEREAS the RCWD and the City understand that the RCWD would deem a future withdrawal of the City's authorization without an RCWD determination that the City's official controls meet WRMP standards to constitute a failure to adopt the implementation program of the local plan as specified in Minnesota Statutes ill 03B.211, subdivision I (a)(3)(i). THEREFORE BE IT RESOLVED that the RCWD Board of Managers hereby approves the City's local plan, conditioned on the following: . Inclusion before adoption of a reserved TCAAP tab in the local plan; . Within one year after transfer of control over TCAAP land to the City, submission to the RCWD of a revised local plan meeting BWSR and RCWD requirements for the TCAAP land; and . The City's commitment thereafter to address any issues raised by the RCWD and work in good faith toward final plan approval by the RCWD.
