This attachment illustrates the nature and scope of communications effort <br />that will be completed during the course of the project. It should be noted that these costs also <br />include the necessary communications associated with thc land transfer component of this dual <br />track process. <br /> <br />Phase One: Project Initiation, Background Studies, Research, Analysis and <br />Mapping <br /> <br />Dahlgren, Shardlow and Uban, Inc. <br /> <br />During the first phase of the project, DSU will assist the City in setting up all of the project <br />administration systems, including the completion of a detailed schedule of meetings, a complete <br />communications strategy and plan, and intcrnal and external management systems. This will also <br />includc deciding upon the final representation and selecting members of the Advisory Panel. <br /> <br />DSU will design the format, prepare the materials and facilitate the kick-off meeting with the <br />Advisory Panel, as well as initial meetings with the staft~ Planning Commission and City <br />Council. Each of these initial meetings will include a complete description of the entire process <br />and schedule with emphasis on the specific role and responsibilities ofthe group that is being <br />met \ovith. <br /> <br />When the City Council has approved the contract, DSU will launch the first major <br />communications elements. This will include the project newsletter, a posting on the community <br />web site and cable television, and press releases to all of the major regional newspapers, <br />dcsignated local newspapers, as well as City Pages, the Minnesota Real Estate Journal, and <br />others. This will include important information regarding the land transfcr process, as well as the <br />master planning process. DSU will coordinate with the Development Team to both gather this <br />information and get input and support for final copy. <br /> <br />DSU will serve as the project team liaison with the Development Team and will attend regularly <br />scheduled project coordination meetings. During the first phase, DSU and team members will <br />conduct emissary visits with key leaders from the Metropolitan COlmcil, MnDNR, MnDOT, Rice <br />Creek Watershed District and others. The purpose of these meetings will be to identify issues <br />and concerns and to establish strong lines of communication during the study. <br /> <br />During the first phase DSU will compile, research and summarize key inJorn1ation from all <br />relevant past studies, including the Arden Hills Comprehensive Plan. The key information <br />synthesized from this research will be summarized in text and graphics for presentation to project <br />stakeholders and inclusion, as needed in the project materials and final report. <br /> <br />3 <br />
