These maps will be
completed in the most efficient electronic format, to ensme versatility of applications and
compatibility with existing city mapping standards and Metro GIS.

DSU will conduct a comprehensive site analysis. All relevant land planning information will be
assemblcd and analyzed. Site reconnaissance visits will be conducted, during which the site will
be extensively photographed. Information gathered and analyzed will include the size and shape
of the study area, topography, soils, slopes, drainage palterns, vegetation, natural systems
including water features, wetlands, and prairies. DSU will also assess the visual character of the
study area and document positive and negative views, problems and opportunities.

In addition to thc natural charactcristics, DSU will map and analyze all relevant cultural features
and constraints. These will include access points, infrastructure, areas of contamination,
relationships with surrounding land uses and other pertinent information determined through the
site analysis process.

All of the key inforn1ation gathered and analyzed in the first phase will be graphically
summarized in a set of illustrative exhibits and summarized and explained in a technical
memorandum. This information will be prepared in a graphic and written form that will facilitate
its availability to the public and all participants through the project web site.

Outcomes, Products to be delivered:
A complete process outline and schedule; an established Advisory Panel; project base maps in
electronic form; a communications strategy and plan for the entire process and the completion of
the first two major communication efforts; a technical memorandum containing a summary of the
pertinent information from past studies; graphics and text summarizing the findings from the site
analysis.

SRF Consulting Group, Inc.

During Phase 1, SRF Consulting Group will be assembling data and design criteria related to
transportation, utilities and water resources. Early coordination meetings with various agencies will
be held during this phase to determine the relevant design parameters for traffic forecasting and
water resource elements that will be used for the study to assure regulatory compliance.

Outcomes, Products to be delivered:
Technical Memorandum documenting the roadway, utility, traffic and water resource design
criteria and parameters as defined by the physical constraints and regulatory agencies.

4
