They will also analyze demographic and housing patterns that inform the team <br />about housing need in Arden Hills and the region, and make housing development <br />recommendations. Market Research will also analyze economic and demographic indicators that <br />infonn the team about commercial and industrial opportunitics that may be appropriate for the <br />TCAAP master plan and will balance Arden Hills, Met Council and developer goals. <br /> <br />Outcomes, Products to be delivered: <br />Base maps that help the full consultant team undcrstand key characteristics of the TCAAP site, <br />Arden Hills and the larger region: land use, transportation, natural features, municipal <br />boundaries, etc. (working maps leading to maps for the final document). Also two technical <br />memoranda: <br />a. Housing development on the TCAAP site - recommendations about the number <br />of units, building styles, amenities, etc. that satisfY the following sources of <br />demand: <br />I. Housing needs by Arden Hills Residents: community balance/stability, <br />"life cycle" housing. <br />11. Housing needs/wants by residents of the I-35W Nortl1 region surrounding <br />Arden Hills. <br />111. Housing that fits the lifestyle and incomes of workers in the <br />commercial/industrial developments on the TCAAP site. <br />IV. Housing that is "amenity-driven," or housing that takes advantage of the <br />amenities to create a unique Jiving environment. <br /> <br />b. Commercial development on the TCAAP site - recommendations and <br />considerations for office, industrial and retail uses that meet the following goals: <br />I. Provides Arden Hills residents with the goods and services that they need <br />and desire. <br />11. Complements existing Arden Hills commercial and industrial <br />development; maximize the tax base without cannibalization of existing <br />businesses. <br />Ill. Is appropriate in the context of the master plan; compatible and <br />complementary to all other uses. <br />IV. Satisfies rcgional commercial/industrial need or takes advantage of <br />regional development opportunities. <br /> <br />5 <br />
