This work will include delineation of existing wetlands <br />on the site and location of the wetlands and significant natural resource elements using a global <br />positioning system (GPS). Phase I work will result in a technical memorandum report <br />summarizing the natural resource assessment findings and a wctland delineation report sufficient <br />for use in future project phases and in the permitting process. <br /> <br />Phase Two: Issue Identification, Visioning, Goals and Policies <br /> <br />Dahlgren, Shardlow and Uban, Inc. <br /> <br />During the second phase of the project, DSU will assemble and summarize the public input that <br />Arden Hills has received to date, through multiple venues. This will include past studics, but will <br />emphasize the issues, viewpoints, concerns and aspirations assembled by The U ofM Design <br />Center community forums. These issues will be assembled along with the information generatcd <br />in Phase One and will be presented to the Advisory Panel at a workshop. At this workshop, DSU <br />will facilitatc the meeting to identifY, ratify, and rank the issucs to be addressed through the <br />project and conduct a visioning exercise. The results of this workshop will be presented to the <br />City Council for its review, revision and approval. <br /> <br />Following the City Council's approval of the issues, prioritization and preliminary vision <br />statement, DSU will generate a Discussion Draft sct of Guiding Principles, and Project Goals. <br />These will be presented and discussed by the Advisory Panel. DSU will facilitate the discussion <br />and revise the principles and goals accordingly. Following the workshop, DSU will prepare a <br />Recommended drafl set of guiding principles and project goals and City Vision Statement with <br />supporting graphic images. This material and information will be presented to the City Council. <br />DSU will facilitate the review by the City Council, make revisions based upon the Council's <br />direction and following the meeting preparc the Working Drafl Community Vision for TCAAP, <br />guiding principlcs and project goals. <br /> <br />Project communications will be key during this phase of the project. When the Advisory Panel <br />has completed its recommended set of issues and prioritization, guiding principles and goals, <br />they will be widely circulated for public review and comment. A reasonable time frame will be <br />allowed for public reaction, and all of the public input will be reviewed and shared with the <br />Advisory Panel and will bc presented to the City Council when it conducts its review. Likewise, <br />when the City Council has approved the Working Draft Community Vision for TCAAP and <br />guiding principles and project goals, they will be widely circulated, published, and there will then <br />be yet another opportunity for public comment. All public input will be recorded and shared with <br />all participants. <br /> <br />6 <br />
