We will attend two meetings with <br />the city staff and design team members to explain these concepts and provide assistance to depict <br />these concepts in the project graphics. <br /> <br />Phase Four: Plan Preparation <br /> <br />Dahlgren, Shardlow and Uban, Inc. <br /> <br />During the fourth phase of work, DSU will finalize the master plan, supporting graphics, and <br />Review Draft report. DSU will also prepare the appropriate amendments to the Arden Hills <br />Comprehensive Plan, including text and graphics. Planning reports will be prepared to assist the <br />Planning Commission and City Council in their review and approval of that amendment. DSU <br />will attend public hearings at both the Planning Commission and City Council, present the <br />material, and assist the public and elected and appointed officials throughout this approval <br />process. DSU will also serve as the project liaison with the Metropolitan Council. Meetings will <br />be held with key members and staffleadership throughout the course of the project, particularly <br />during the Metropolitan Council's review of the amendment. <br /> <br />DSU will also prepare a set of design guidelines and prepare a Design Framework Plan to guide <br />the physical development of the site over time. Alternative strategies for incorporating these <br />standards into the Arden Hills ordinance will be presented and evaluated. When the evaluation <br />has been completed, and there is a consensus of support for the best approach to incorporate the <br />design standards, this information will be disseminated through the communications network. <br />The public will be provided opportunities to submit comments, ask questions, or offer opinions. <br /> <br />Outcomes, Products to be Delivered: <br />The tinal review draft Master Plan with supporting graphics and text; a Comprehensive Design <br />Framework Manual; alternative zoning approaches and the selected zoning approach; completed <br />communications. <br /> <br />SRF Consulting Group, Inc. <br /> <br />SRF will utilize the alternative analysis in Phase 3 to finalize concepts for utility infrastructure, <br />roadway improvements, and water resource elements, in developing a concept layout. The technical <br />memorandum provided in Phase 3 will be refined such that the text is suitable for the Master Plan <br />document. <br /> <br />Outcomes, Products to be delivered: <br />Products will include concept street, intersection/roadway, utility and water resource element <br />overlays for the Master Plan and text and graphics for the applicable sections in the Master Plan. <br /> <br />9 <br />
