This work will include <br />preparation of draft narratives of the natural resource and conservation design elements and the <br />storrnwater treatment elements for insertion into the draft project report. During this phase AES <br />will attend one meeting with city staff and the design team. <br /> <br />Phase Five: Plan Implementation <br /> <br />Dahlgren, Shardlow and Uban, Inc. <br /> <br />The fifth and final phase of this project will be the plan implementation stage. During this phase, <br />DSU will assist the City in taking the necessary steps to implement the Plan. Following the <br />selection of the preferred zoning approach, DSU will prepare the final ordinances and planning <br />reports for the Planning Commission and City Council. DSU will attend the public hearings at <br />both the Planning Commission and City Council, present the ordinances, and assist both the <br />commission and council in their deliberations. <br /> <br />Just prior to the public hearings for both the comprehensive plan amendment and the zoning <br />ordinance changes, there will be another major communications event. All of the news sources <br />and venues will be provided with information about the proposed changes, be given notice about <br />the upcoming meetings, and be provided with an opportunity to offer comments and present <br />questions. <br /> <br />Outcomes, Products to be Delivered: <br />Final Comprehensive Plan document; linal zoning ordinances with design standards; completed <br />communications. <br /> <br />SRF Consulting Group, Inc. <br /> <br />There are no SRF tasks in Phase 5. However, implementation may include preparing an <br />Alternative Urban Areawide Review (AUAR) for the plan to accommodate envirolUnental <br />processes. Additional analysis, including air quality and noise analysis, would be necessary as <br />part of that process. <br /> <br />Applied Ecological Services <br /> <br />During Phase 5, AES will prepare for and attend 2' public hearings/meetings, reline the natural <br />resource and conservation design elements as a result of these hearings/meetings, and assist with <br />preparation of the final project report and plan. <br /> <br />10 <br />
