<br />Demographics Advisory Committee Report <br /> <br />8. Student Turnover <br />Are the numbers of transient students growing and what demands do transient. <br />students place on the district? <br />The student history of incoming students and students leaving is kept in the student <br />file and must be reported in the state of Minnesota Automated Reporting Student <br />System (MARSS). The School District has been relatively stable in this area. <br />Appendix F, Student Year Mobility shows that there has been approximately 5 percent <br />during year transfer in rate, a 6 percent during year transfer out rate, and a .5 percent <br />during year within district transfer rate. This constitutes a loss of about 1 %, which has <br />been our normal experience from the start to the end of school. The data reveals that <br />the largest number of students move because they are transferring in or out of our <br />district from or to another. The next most likely reason for a student to move in or out <br />is going to or from another state or country. These moving trends appear to be <br />consistent over the past three years since we have been reporting them <br /> <br />9, 10. Housing Opportunities <br />How does the availability of affordable housing affect a family's decision to settle in a <br />community? What is the status of affordable housing in our area? What is the <br />potential for new affordable housing in our area? <br />As the population ages, what can be done to create a balanced multi-age community? <br />According to the latest information from the Minnesota Licensed Realtors Association <br />the median selling price of the average home was $170,000. The average selling price <br />of a home in the City ofRoseville is $180,000. This represents a 9 percent increase . <br />over the past year and shows the Roseville area is holding its value for homes. <br />Appendix L shows the housing price trend for homes in Roseville Area School <br />District. Affordable housing has been defined as a home costing $120,000 or less. <br />Recently, this amount was raised to $149,000. Either of these price levels are major <br />hurdles for first time homebuyers. It is clear that realtors have a great influence on <br />homebuyers, and that the district should continue or increase its work with realtors to <br />recruit the families of childbearing age to buy in our district. <br /> <br />Talks with leaders in three of our major cities, Roseville, Falcon Heights, and Little <br />Canada reveal they are also concerned with maintaining vital communities. They all <br />agree that housing is a critical factor for their planning to meet this goal. Each city has <br />some initiatives that address the issue of housing. The information in Appendix M has <br />been shared by these cities. Many of these initiatives also suggest that there should be <br />residential housing available for all ages and types of residents from first time buyers, <br />to seniors moving out of their family home. It is important to support all of our <br />residents in their desires to be a part of our community. The School District should <br />collaborate with local governments whenever possible to support and develop <br />affordable multi-age housing. <br /> <br />11.
