Memorandum
September 4, 2002
Page 3

.

Options

Temporary Option

The temporary solution of drawing the lake level down is to install portable trash pumps and temporary
above ground piping, The best route for the temporary piping is to run it through Cummings Park and
outlet into a catch basin in the W ynerest Court cul,de,sac, The City of Arden Hills does not own
equipment or piping large enough to pump the Kalth Lake down in a reasonable amount of time therefore
equipment and piping would have to be rented for 3 to 4 weeks and monitored closely by operations and
maintenance staff. It is estimated the cost for renting temporary pumping equipment and piping for 3 to 4
weeks will be approximately $8000 to $9000,

Permanent Option

As recommended in MSA's 1996 analysis a forcemain system conneeting from the south end of Kartb,
Lake to thc storm scwer system in Wyncrest Court through Cummings park would be the prefened
alternative bccause it is the lcast expensive alternative and could be completely constructed within City
Property,

( MSA's report reeommended a pumping system which could draw down Karth Lake 2' in a 96 hour
period, We believe that the draw down time could be extendcd without any delIimental effects and would
allow for a smaller diameter forcemain and smaller pumps which would in turn lower the costs of a
potential pumping system, It is recommended that a submersible pump be used similar to the pumps in
sanitary lift station #3 for the compatibility of equipment, parts and maintenance,

It should be noted that MSA's cost estimate did not have any budget for site restoration such as turf
replacement or pavement repairs, which could be extensive in thc open trench pipe installation they
proposed, The cuncnt estimated cost is outlined as follows:

Table 3 - Preferred Option Revised Cost Estimate

4" HDPE Forcemain Directionally Bored (700 LF)
Connect to Existing Manhole
Pump Manhole
Clearing and Grubbing
Site Restoration
Pump Control Panel
10 HP Submersible Pump
Total

$15,500
$1,000
$5,000
$2,000
$6,000
$5,000
$8,000
$42,500

4
