<br />. <br /> <br />e <br /> <br />e <br /> <br />Conceptual Transit-Oriented Development <br /> <br /> <br />Mixed-use centers in the Coalition growth scenario are based on the concept of transit-ori- <br />ented development, This diagram illustrates Iww such development is organized. <br />(Graphic by Caltharpe, 1993) <br /> <br />Mixed-use centers have a generic spatial organization, which places higher <br />density and mixed use at the center, near the primary transit facility. Far- <br />ther out from the center, densities drop and single land uses spread over <br />larger areas. Block sizes are smaller and cul-de-sacs are kept to a minimum. <br />However, this basic organization is used only as a template. Each center <br />must be modified in response to unique environmental conditions, com- <br />munity development needs, and location with respect to transportation/ <br />transit systems. The following steps were taken to develop a Coalition <br />growth scenario more analogous to how centers would look in the future. <br /> <br />Step 1. Assess Existing Conditions <br />The term "existing conditions" refers to the prevailing local circum- <br />stances, which range from environmental qualities and constraints to <br />land use precedence. Combined, these conditions are the building blocks <br />for making places with unique identities. They also provide land use <br />iniormation that helps formulate options for natural resources conser- <br />vation, development prospects, and transportation system connections. <br />During this step, a determination is made whether or not there is suffi- <br />cient land available to (re)develop as the core of a mixed-use center. <br /> <br />Step 2. Apply Community Comprehensive Plans <br />According to legislative mandate, each metropolitan community pre- <br />pares a comprehensive plan to guide land use, provision of public fa- <br />cilities and services and, in some cases, economic development and <br />natural resources management decision-making. These plans express <br />community values, aspirations for the future of the city and its financial <br />basis, and implementation strategies for achieving these goals. Together, <br />this information iniorms decisions to orient land uses in the transit-sup- <br />portive development to jobs or housing. The Coalition's growth sce- <br />nario includes ten job-oriented centers and nine residential-oriented <br />centers. <br /> <br />7 <br />
