<br />BACKGROUND TRANSPORTATION SYSTEM ASSUMPTIONS <br /> <br />e <br /> <br />Highway <br /> <br />This analysis assumes completion of the 2025 regional highway system as included in the <br />MnDOT Metro Division Transportation System Plan (July 2000) and Metropolitan <br />Council (July 2001) <br /> <br />The specific improvements assumed in the study area are: <br /> <br />1. One additional through lane in each direction on: <br /> <br />. 1-35E from 1-694 to downtown St. Paul (including 1-694 weave/common <br />area) - one additional lane in each direction <br />. 1-694 from 1-35W to TH 36 (including TH IOITH 51 weave/common area) <br />. TH 36, from 1-35W to 1-35E <br />. 1-35W, from Washington Avenue to TH 36 <br /> <br />2. ComplctionofTH 610 fromTH 169 to 1-94 <br />3. Elimination ofTH 280 signals <br /> <br />The baseline assumptions include continuation of the existing configuration of TH 10 and <br />Ramsey County CR 10 (old TH lOin Mounds View). <br /> <br />e <br /> <br />The MnDOT TSP identifies 1-35W from TH 36 to the Anoka-Ramsey County boundary <br />is identified as an improvement corridor for the 2001-2025-time period. This means that <br />improvements short of an additional through lane are anticipated. Options could include <br />auxiliary lanes, interchange modifications, bottleneck removal or other improvements <br />short of an additional through-lane are anticipated. <br /> <br />Transit <br /> <br />Transit service improvements in the study area and in the region were assumed as part of <br />the 1-35W Coalition Buildout Study Scenario 2.5C up which this analysis is based. <br />Region-level improvements assume completion of three commuter rail corridors, two <br />LR T lines and five busways as defined in the Metropolitan Council's Transportation <br />Policy Plan. <br /> <br />The study area is affected by one of the assumed busways - the Northeast Diagonal the is <br />identified to generally follow the CP railroad alignment from White Bear Lake to <br />Minneapolis; this busway would cross the southem portion of the study area generally <br />parallel to County Road C in Roseville. <br /> <br />Additional transit services assumed in the corridor include express service from the <br />BlainelHam Lake/Andover area via TH 65 to TH 610/1-35W, express service from the <br /> <br />e <br /> <br />1-35W/I-694ITH 10ITH 36 <br />Transportation Deficiency Study <br /> <br />-5- <br /> <br />SRF Consulting Group, Inc. <br />July 2002 <br />
