ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES SEPTEMBER 9,2002 10 . Mr. Post explained at the August 26, 2002 Council Meeting, a 2003 levy supported budget was presented supported by a 2.94% levy increase. He indicated the baseline scenario resulted in an approximate break-even situation and several needs were unmet. He then presented the proposed 2003 General Fund budget changes from baseline. He recommended the Council approve the 2003 Preliminary Levy. MOTION: Council Member Grant moved and Council Member Larson seconded a motion to approve Resolution No. 02-43 2003 Preliminary Levy. Council Member Aplikowski indicated she did not understand why they did not start with a higher levy amount initially instead of revising the budget down the road. She stated she would like more time to talk about things that were being taken out. Council Member Rem stated she was concerned that they would end up doing a revised budget next year also. She indicated she wanted to see a more realistic . breakdown of where they are going to take money from to do the things they wanted to do rather than raise the levy. The motion carried unanimously (5-0). Council Member Aplikowski left the meeting at 9:24 p.m. and returned at 9:28 p.m. 3. Resolution No. 02-44 Approve the 2003 Preliminary Budget MOTION: Council Member Grant Larson and Council Member Grant seconded a motion to approve Resolution No. 02-44 2003 Preliminary Budget. The motion carried unanimously (5-0). 4. Resolution No. 02-45 Determining Dates for 2002 Truth and Taxation Public Hearing Mr. Post requested the Council set the dates for the 2002 Truth and Taxation Public Hearing. .
