<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 9, 2002 <br /> <br />11 <br /> <br />MOTION: Council Member Aplikowski moved and Council Member Larson <br />seconded a motion to set December 2, 2002 for the Public Hearing, <br />December 9, 2002 for a continuation, if needed, and December 16, <br />2002 for the Adoption Hearing for the 2002 Truth and Taxation. The <br />motion carried unanimously (5-0). <br /> <br />C. TCAAP - Update <br /> <br />Mr. Parrish stated DSU had begun Phase I work. He noted the regularly scheduled <br />Development Team meeting was held August 20, 2002, which focused on the next <br />steps and land transfer issues. He indicated staff was attempting to follow up with <br />MNDOT to discuss potential interest in TCAAP. He stated on September 3, 2002, <br />staff attended the TCAAP Restoration Advisory Board meeting for a discussion <br />between the Army and the RAB regarding the clean up of Site C. He noted The <br />McKnight Foundation had initiated an "Embrace Open Space" campaign and <br />TCAAP was listed as one of the open spaces that required protection. He informed <br />the Council that Bill Harper was no longer Representative McCollum's Chief of <br />State and Michaela Toomey would be the primary staff contact. <br /> <br />Mayor Probst requested staff expedite a meeting with Ramsey County Parks to <br />discuss the transfer of additional land and how the transportation connection <br />would be made. <br /> <br />7. OPERATIONS AND MAINTENANCE <br /> <br />A. INFORMATION: URS Analysis of Karth Lake Pumping Station <br /> <br />Mr. Brown presented the URS Karth Lake Pumping Station Report. He stated <br />from a visual survey it appeared that all permanent structures were about 10 to 15 <br />feet above the current lake elevation and did not appear to be of any risk of <br />flooding. He stated although no permanent structures appear to be endangered, <br />there were numerous items such as private docks and landscaping submerged as <br />well as numerous mature trees that have water one to three feet up their trunks. He <br />presented a couple of alternatives and noted if Council elected to pursue either the <br />temporary and/or permanent options to pumping Karth Lake it was recommended <br />that the water be routed to the Wyncrest Court storm sewer system via Cummings <br />Park. He stated it was recommended that a permanent pumping station include a <br />submersible pump compatible with the pumps used in sanitary lift station #3. He <br />
