<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 9,2002 <br /> <br />12 <br /> <br />. <br /> <br />stated it was also reconunended that any pumping option would not draw down the <br />lake level lower than a surface elevation of 934.0. He indicated they still needed to <br />contact the Minnesota Department of Natural Resources and Rice Creek <br />Watershed for their reconunendations and approvals regarding this. <br /> <br />Council Member Larson stated it seemed more reasonable to look at the temporary <br />option compared to the cost of the permanent option and also taking into <br />consideration how often they have had this problem in the past. He stated if <br />Council was looking at a cost sharing with the residents, they needed to make that <br />clear to the residents. He indicated he believed there should be a cost sharing with <br />the residents. He stated they also needed to work out the details and get approval <br />from the DNR and Rice Creek Watershed before they could approve either option. <br /> <br />Mayor Probst suggested the capital cost and the temporary pumping be shared <br />fifty percent with the City and the other fifty percent be assessed to the property <br />owners based on front footage on the lake, and any operating cost be assessed <br />through a special improvement district in which the residents on the lake would <br />pay the ongoing operating cost so it would not be a burden on the City. He <br />reconunended they prepare a proposal and have a public hearing as soon as <br />possible. He noted the purpose of this would be to protect the public property as <br />well as save as many trees and vegetation as possible. <br /> <br />. <br /> <br />Council Member Rem noted that Karth Lake was also unique in that it was the <br />only landlocked lake in the City. <br /> <br />Council Member Rem requested staff talk to the DNR and the Rice Creek <br />Watershed District prior to scheduling a public hearing. <br /> <br />MOTION: Council Member Larson moved and Council Member Grant seconded <br />a motion to continue the meeting to 10:30 p.rn. The motion carried <br />unanimously (5-0). <br /> <br />8. ADMINISTRATION <br /> <br />A. Introduce Planner Peter HelIegers <br /> <br />. <br /> <br />My.
