<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 30, 2002 <br /> <br />7 <br /> <br />Mrs. Osborn, 2020 Glen Paul Avenue, stated her business concern was the loss <br />of her privacy and the drainage problems she would have if there was a <br />development on this site. <br /> <br />MOTION: Council Member Grant moved and Council Member Aplikowski <br />seconded to table Planning Case No. 02-20: Aaron Nelson, Master <br />and Final Plan PUD Amendment, County Road D and Cleveland <br />A venue for sixty days. The reason for tabling is to provide the <br />applicant time to work with the residents to address the screening in <br />the neighborhood business district and what screening should be used <br />in this residential neighborhood. The motion carried unanimously (4- <br />0). <br /> <br />2. Planning Case No. 02-24: Zoning Text Amendment: Trinity Lutheran <br />Church <br /> <br />Mr. Parrish explained the applicants were requesting a Zoning Ordinance <br />Amendment that would allow music lessons as an accessory use for houses of <br />worship. He stated currently, the zoning ordinance considered music lessons a <br />studio use. He indicated studio uses were only allowed in the commercial zoning <br />districts. He stated the Planning Commission recommended approval of the <br />proposed ordinance revision. <br /> <br />Mayor Probst asked if this was specific to Trinity Lutheran or would it be a global <br />change. Mr. Parrish replied it would apply to all houses of worship. <br /> <br />MOTION: Council Member Grant moved and Council Member Aplikowski <br />seconded a motion to approve Planning Case No. 02-24: Zoning Text <br />Amendment: Trinity Lutheran Church. The motion carried <br />unanimously (4-0). <br /> <br />3. DRAFT Guidant AUAR <br /> <br />Mr. Parrish explained at the September 9,2002 City Council meeting, the Council <br />adopted a resolution directing Guidant to prepare an Alternative Urban Areawide <br />Review (AUAR) for their campus master plan. Subsequently, the AUAR <br />document had been developed by SRF and modified based on suggestions from <br />
