<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 30, 2002 <br /> <br />8 <br /> <br />. <br /> <br />City staff. He indicated staff recommended approval of the draft Alternative <br />Urban Areawide Review for the Guidant property. <br /> <br />Dawn Alexander, SRF Consulting, stated Guidant was currently working with <br />the City and County regarding mitigation, and before Guidant could move forward <br />with the other phases, this mitigation would need to be addressed. <br /> <br />Council Member Grant asked they reformat the document to indicate an issue did <br />not apply instead of just leaving the yes/no lines blank. <br /> <br />MOTION: Council Member Aplikowski moved and Council Member Grant <br />seconded a motion to approve the draft, Alternative Urban Areawide <br />Review for the Guidant property. The motion carried (4-0). <br /> <br />4. Resolution No. 02-49: Endorsing the 1-35 Build-Out Study <br /> <br />Mr. Parrish explained as a follow up to the presentation the Council heard at their <br />September 19 Work Session, this resolution endorsed the I-35W Corridor <br />Coalition's multi-year Build-Out Study. <br /> <br />. <br /> <br />Council Member Grant stated he appreciated what the I-35W Corridor Coalition <br />had done, but he could not support what was outlined in the Build-Out Study <br />because he felt that he did not believe what the study was stating would actually <br />happen. He stated this sounded good on the surface, but he did not believe it <br />would hold true. <br /> <br />Mayor Probst stated he did not understand Council Member Grant's concerns and <br />expressed disappointment by his lack of support. Council Member Grant replied <br />in the several meetings he had attended, the Coalition was concerned about the <br />smart growth and walk able neighborhoods, and while those principals were fine, <br />what was actually built did not necessary work and he did not believe this would <br />solve the transit problems. <br /> <br />Council Member Aplikowski expressed concern with number two, the amending <br />of the comprehensive plan for mixed use. She stated she would want a public <br />hearing on this. She expressed concern with the concept of mitigating and asked if . <br />walk able neighborhoods would really work. She requested they have more time <br />to look at this. <br />
