.

.

.

ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
SEPTEMBER 30, 2002

9

Council Member Rem stated she did not realize when they heard the presentation
at Work Session that they would be moving towards approving this. She
expressed concern about endorsing this at this time because there were still
questions that needed answering. She stated by endorsing this, it appeared that
this was what they were expecting. She stated she did not have a problem with
this being presented as an option. She stated if they endorsed this, it would be
saying this was what was going to happen.

Mayor Probst stated he did not think this would handcuff the City as to their future
approach, and it was simply a guideline as to how the City could develop in the
future. He stated it was important to give the Advisory Panel some direction as to
what the City felt was important. He stated this endorsement would offer some
guidance for the Panel.

Council Member Aplikowski asked if this was a formula for TCAAP for the entire
City. Mayor Probst stated this would apply to future development and how they
would move ahead for future planning within the City.

Council Member Aplikowski stated she was not sure if they should or should not
be embracing this, but it concerned her that all of the people involved in this were
not Arden Hills residents. She asked if this needed to be addressed tonight. She
stated she would like resident input. Council Member Rem agreed.

MOTION: Council Member Grant moved and Council Member Aplikowski
seconded a motion to deny Resolution 02-49: Endorsing Principles
Outlined in the I-35W Corridor Coalition Build-Out Study.

Council Member Grant stated he could not support this as written.

Council Member Aplikowski stated she seconded this for discussion and she
believed they needed to discuss this further.

The motion failed (1-3). (Yea: Council Member Grant. Nays: Council Members
Rem, Aplikowski and Mayor Probst).

MOTION: Council Member Aplikowski moved and Council Member Rem
seconded a motion to table Resolution 02-49: Endorsing Principles
