Parking - No Specified Requirement For This Use. <br /> <br />No specific requirements are outlined in the Zoning Ordinance. However, the following <br />parking requirement for Business and Professional Office uses are 1 space per each 250 <br />square feet of gross floor area. <br /> <br />The City Engineer's office has data which indicates that 4 spaces per 1,000 square feet is <br />an appropriate parking requirement for a general drive-in bank use. <br /> <br /> <br />Re uired for Business and Professional Office <br />Recommended by City Engineering Staff <br />Proposed <br /> <br />16 <br />16 <br />25 <br /> <br />Staff believes that the 25 parking spaces proposed would be an appropriate level of <br />parking for this use. <br /> <br />The State Building Code and ADA parking standards call for a minimum of 1 <br />handicapped parking space for parking lots with one to 25 spaces, and 2 handicapped <br />parking spaces for parking lots of26-50 spaces. No handicapped parking spaces are <br />designated on the site plan. However, there is an access aisle for handicapped spaces to <br />use. Staff suggests that the applicant meet the State Building Code requirement of 1 <br />handicapped accessible space. <br /> <br />Special Use Permit Analvsis <br /> <br />The applicant is requesting a Special Use Permit to allow the conversion of a former MSI <br />Insurance Claims Office into a bank I drive-in bank. The applicant is proposing the <br />following modifications to the site: curb and paving modifications to accommodate <br />additional drive-through lanes, expansion of the parking lot to the south to create an <br />additional lane of parking, conversion of the garage area to offices, replacement of the <br />drive-through canopy to accommodate the additional lanes and necessary clearance <br />height, and the creation of a canopy to highlight the main building entrance. <br /> <br />Financiallnstitution & Service is listed as a permitted use in the B-2 zoning district. <br />However, Drive-In Businesses in the B-2 district are allowed only after the issuance of a <br />Special Use Permit. The Zoning Ordinance defines a drive-in business as the following: <br /> <br />"Any business establishment offering to customers a service which is primarily or exclusively <br />laid out, designated. equipped or operated so as to allow its customers to purchase and <br />
