He noted the Primer Tracer area needed further environmental ~ <br />studies. . <br /> <br />Commissioner Ricke noted if the road were approved to go through where the County <br />was recommending it, would one access to the Primer Tracer area be adequate if there <br />was a sports center there. Mr. Parrish replied he believed one access would be adequate. <br /> <br />Chair Sand stated his concern was that this development would develop piece-meal. He <br />noted they needed to look at the whole site and not just small parcels of it. He asked they <br />keep the whole plan in mind. He also expressed concern about only one access in the <br />Primer Tracer area if there was a sports center located there. <br /> <br />Mr. Parrish noted many of the decisions they were being asked to make at this time was <br />because of the Federal Government's requirements and the City was being asked to make <br />decisions quickly without all of the information. He noted one of the keystone elements <br />would be the negotiation and execution of a Memorandum Of Understanding between the <br />County and City solidifying the conceptual elements being made at this time. <br /> <br />Commissioner Ricke also expressed concern about doing this development piece-meal <br />and not looking at the area as a whole. <br /> <br />Commissioner Ricke asked where the proposed post office would be located. Mr. Parrish <br />noted the Postal Service had not indicated what parcel they were interested in, but if they . <br />were interested in a parcel, it would be in the officer's quarter area, which would mean <br />the City could not put a road through that area. The road would then need to go through <br />the Primer Tracer area, which would affect the wildlife corridor area. He noted the <br />Federal Government had encouraged the Postal Service work with the other parties <br />involved to fmd the best area for a post office. <br /> <br />Chair Sand requested staff not forget the past and forego the Vento Plan. He noted a lot <br />of hard work had gone into the Vento Plan. <br /> <br />Greg Mack, Ramsey County, stated they had been working with City staff and they were <br />looking at this as ajoint effort. He indicated they clearly understood the principles of the <br />Vento Plan. He stated they would like to see the western connection because that would <br />be the most effective route. He noted they would work with the National Guard to see if <br />there would be a logical extension of the north road to the Primer Tracer area. He <br />indicated they would also like trail access to the National Guard wildlife area. He noted <br />they were not trying to land grab, they were attempting to work with the City. He stated <br />they had no control over where a post office would be located and at this time, the Postal <br />Service had not expressed any specific interest in the officer's quarter's property. <br /> <br />Commissioner Zimmerman noted this was the best overall solution to this. <br /> <br />Commissioner Zimmerman moved, seconded by Chair Sand, to recommend to Council to <br />accept the Ramsey County's proposed Park Plan Amendment as presented. ~ <br /> <br />The motion carried unanimously (4-0-1 )(Commissioner Ricke abstained). <br />
