MN. 55112 <br /> <br />December 10.2002 <br /> <br />re: The 49 acre wildlife corridor and the amendment to the Rice Creek North Regional Trail <br />Master Plan <br /> <br />Dear Mayor Probst and City Council members, <br /> <br />As you know, The Department of Natural Resources supports the amendment proposed by <br />Ramsey County to include the 49 acre wildlife corridor within [he boundaries of the Rice Creek <br />North Regional Trail corridor. We are very appreciative of the support this proposal has received <br />[0 dUle from both the Arden Hills Parks and Trails Committee and the Planning Comminee We <br />look forward to the City's approval of the proposed amendment. <br /> <br />In the County's Proposed Amendment 10 rhe Rice Creek Norrh Regional Trail MasrN PIWI <br />currently before the City Council, the 49 acre comdor is presented as two parcels referred 10 as <br />parcel C and parcel D. Parcel D is intended to depict that portion of the 49 acre, which IS the <br />Anny's site C contamination site. It hos been brought to our attention that there IS some <br />confusion sUITounding the reasons for separating the twO parcels. <br /> <br />In the text of the County proposal (see second paragraph on page 2) it says the following." <br />"The area of contarrhation (Parcel 0) will be remediated by the U.S. Department of the Anny In <br />accordance with the standards agreed upon by the Arm\-and the Environmental Protection <br />Agency, Activities are underway to cleanup contaminants on ths sile." Indeed, Ramsey County <br />and the DNR have been talking with the MN. Pollution Control Agency regarding the best way to <br />cleun the site in order to assure toat site C (Parcel D) can ultimately serve loe functions of the <br />wlldJife corridor. <br /> <br />The inlent of the County's two parcels approach is Ihat [he County would receive transler 01 <br />Parcel C (the clean portion) through the National Park Services's Lands to Park, Prog,"m early <br />In the land transfer process.
