ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
DECEMBER 9, 2002 4

.

Ms. Vawter asked if the association would lose access to the lakeshore property,
if the second bridge was removed. She expressed concern that with the dredging
of the channel, the banks would collapse and the channel would widen. She asked
to prevent the channel from widening. Mr. Brown replied the bridge cost was not
included, but they felt if they dredged the channel, the bridge could be salvaged.
He stated the north end bridge would not be useable anymore, but he believed the
other bridge is and they intended to reuse it. He stated they had no intention of
widening the channel. He stated they would need an easement from the
association in order to dredge the channel.

Ms. Vawter requested the association be informed as to when the Council needed
a vote regarding an easement to the property, She stated the current assessment of
the association property, based on the Ingerson Court improvements, amounted to
70 percent of the total value of the property. She stated those assessments were no
consistent with other properties. She noted that piece of property was not
marketable.

Lvnn Diaz. 1143 Ingerson Road, stated she would only be in favor of having a
trail along Hamline A venue, if trees were not removed and vegetation was
preserved. She noted she preferred bituminous for the trail surfaces. She
requested the swale off of Fernwood not be muddy because everyone used that for
boat launching. She expressed concern about the speed of traffic on Ingerson and
asked if some type of traffic control was needed. She expressed concern about the
association assessment and requested that be worked out before March. She
requested she be informed once more information became available.

.

Therese Rothmund. 1151 Carlton Drive. stated she did not want a surmountable
curb on Carlton Drive.

John Scheller. 3262 Fernwood Street. expressed concern about the association
assessment. He thanked the City Engineer for leaving Fernwood alone, however,
he stated no maintenance had been done on that street since 1989. He asked the
City to look into seal coating Fernwood, while the rest of the development was
done. Mr. Brown replied they did intend upon seal coating Fernwood and would
probably do so in 2005.

.
