ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
DECEMBER 9, 2002 6

.

not shown on the map. She noted it appeared there was something in the front of
the home and not in the back. She asked for clarification. Mr. Landwer explained
the diagram and stated they did know about the storm sewer behind Ms.
McDonagh's home.

Ms. McDonal!h stated that in the past, their home had been flooded and asked if
the City would be looking at enlarging the catch basin on the corner of their lot, to
resolve the flooding problem. Mr. Brown replied if they reconstructed Pleasant
Drive, they would propose a catch basin that would take water before it got to her
cul-de-sac, which should help her problem. He noted this was a difficult situation.
He stated the capacity of the pipe from the storm sewer on Ms. McDonagh's
property was not sufficient to allow for the drainage, but he did not believe this
was a part of the City's storm sewer project.

Mr. Moore noted the problem was not a result of storm water from the street, but
was because of the water that came from the surrounding backyards. He stated
this was a private drain system put in by the developer. .

Ms. McDonal!h asked how a developer could put in a private drain system that
tied into the City's system. Mr. Moore replied he did not know how the developer
was allowed to do this. He noted it happened many years ago.

Mr. Brown noted the City could install a larger pipe, but he would defer this to the
Council as to whether this would be a City cost or not. He also noted there might
be blockage in the six inch pipe, which would be the responsibility of the
homeowner.

Ms. McDonal!h asked how they could get the pipe televised to see if there was
blockage. Mayor Probst noted if this was not a public utility, the City was not
allowed to work on it. He requested this be a discussion for a future date.

Ms. McDonal!h asked this be settled before everything started getting dug up.

Dorothv Vawter, 1226 Ingerson Road, requested sunnountable curbs and also
indicated she would like to have wood chips on the trail and not bituminous.

.
