<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />DECEMBER 9, 2002 16 <br /> <br />. <br /> <br />Mr. Lynch eXplained staff previously had presented the Council with information <br />about the proposed Ramsey County Proposed Environmental Response Fund for <br />information purposes. He noted at this time, staff was presenting information <br />based on their understanding that the Ramsey County Board will be discussing <br />this shortly and making a decision about whether to proceed in 2003 with <br />collection of an Environmental Response Fund fee for each deed registration in <br />Ramsey County. He asked for the Council's thoughts, recommendations, and <br />comments regarding whether the Council officially wanted to respond to Ramsey <br />County. <br /> <br />Council Member Larson stated he would prefer the County authorize spending of <br />fund in proportion of funds collected by the municipalities. He stated the City <br />should be able to spend the amount they collect from Arden Hills in Arden Hills. <br /> <br />Mayor Probst stated he feared it was another call for revenue from the community <br />that would be spent elsewhere. He stated unless there were assurances from the . <br />County about how money would be distributed or used over time, he would be <br />reluctant to support it. <br /> <br />Council Member Aplikowski stated she objected to this because it was a tax from <br />people who needed their money the most and it was an unfair tax, even though <br />they could legally do it. <br /> <br />Council Member Grant stated he agreed with Council Member Larson that if they <br />supported this, that the funds were spent in proportion to the amount of funds <br />collected by each municipality. <br /> <br />The consensus was that the money should come back to the origin of funding. <br /> <br />Mr. Lynch stated he would write a letter setting forth the Council's <br />recommendation. <br /> <br />C. Lake Johanna Joint Powers Agreement <br /> <br />Mr. Lynch stated the City has been in a Joint Powers Agreement with the Lake . <br />Johanna Fire Department and various cities in the area.
