However, in most cases, the proposer is ultimately <br />responsible for implementing mitigation measures in accordance with plan review and permit <br />requirements. <br /> <br />The Final AUAR ajso identifies otller units of government that area likely to have plan review or <br />permit authority over the development proposed for the study area. These agencies include: Rice <br />Creek Watershed District, Ramsey County, Ramsey County Department of Public Health, <br />Metropolitan Council, Minnesota Pollution Control Agency (MPCA) ,md the Army Corp of <br />Engineers. In most cases, responsibility for obtaining required permits and approvals and for <br />implementing mitigation measures specified as conditions to such permits and approvals lies <br />with the proposer. <br /> <br />3.0 IDENTIFIED IMPACTS AND PROPOSED MITIGATION PLAN <br /> <br />The following italicized text is from the Minnesota Environmental Quality Board document, <br />Recommended Content and Format - Alternative Urban Areawide Review Documents, <br />October 2, 2002. <br /> <br />Mitigation Plan: The final A UAR document must include an explicit mitigation plan. At the <br />RGU's option, a draft plan may be included in the draft AUAR document; of course whether or <br />not there is a separate item for a drafi mitigation plan, proposed mitigation must be addressed <br />through the document. <br /> <br />It must be understood that the mitigation plan in the .final document takes on the nature of a <br />commitment by the RGU to prevent potentially significant impacts from occurring from specific <br />projects. It is more than just a list of ways to reduce impacts - it must include information about <br />how the mitigation will be applied and assurance that it will. Otherwise, the AUAR may not be <br />adequate and/or specific projects may lose their exemption from individual review. <br /> <br />THE RGU'S FINAL ACTION ON THE AUAR MUST SPECIFICALLY ADOPT THE <br />MITIGATION PLAN; THEREFORE, THE PLAN HAS "POLlTICAL" AS WELL AS <br />TECHNICAL DIMENSION. <br /> <br />Based on applicabje Minnesota Environmental Quality Board guidelines for preparation of an <br />AUAR mitigation plan, this section provides the following information for cach arca ofpotcntial <br />environmental impact identified in thc Final AUAR: (1) summary of potential impacts; <br />(2) planned mitigation measures; (3) identification of the agency or agencies involved in <br />review/approval of mitigation plans; (4) govemmental programs that regulate mitigation plan <br />preparation and compliance; (5) time frames for implemcnting mitigation measures; and <br />(6) identification of party or parties with financiaj responsibility for implementing mitigation <br />measures. <br /> <br />Guidant Campus Master Plan <br />Final Mitigation Plan <br /> <br />- 2- <br /> <br />JaJllIary 2003 <br />
