<br />I <br />I <br />-. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />.. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />,. <br />I <br /> <br />FINANCIALLY RESPONSffiLE PARTY/PARTIES <br /> <br />The Guidant Corporation is the responsible party for funding the recommended mitigation <br />measures. <br /> <br />3.2 PHYSICAL IMPACTS ON WATER RESOURCES <br /> <br />3.2.1 Summary of Impacts <br /> <br />Based on preliminary design information, four of twelve wetland basins located within the <br />AUAR study area will be impacted with the Guidant Campus expansion resulting in a total <br />of 0.45-acre of impact. <br /> <br />3.2.2 Mitigation Measures <br /> <br />To comply with requirements of the Minnesota Wetland Conservation Act (WCA) and of the <br />Rice Creek Watershed District, the Local Governmental Unit (LGU) responsible for <br />implementing WCA regulations, wetland impacts will be offset by creating mitigation at <br />a 2: 1 ratio (2 acres of mitigation area for each acre of impacted area). A detailed wetland <br />mitigation plan has not been completed; however, tlle plan will include new wetland creation as <br />well as the use of Public Value Credits (PVC) through the design of storm water ponds in <br />accordance with WCA. The cxisting \vetlands located near the northwest corner of the site will <br />likely be enlarged to create new wetland area.
