~2 e
January 17,2003
Memo to City Council

address the City's concerns within the amendment. This IS attached for your review and
consideration.

Based on the amendment as presented, the Development Team has identified a few concerns.
These are outlined in their January 16, 2003 memo. Generally speaking, while the amendment
as proposed by the County makes a provision for a north/south transportation corridor, the
Development Team is concerned that it does not leave the City with maximum flexibility in the
process. Additionally, the Development Team is concerned that the amendment does not go far
enough in protecting the City's interest in cleaning up the property. At this point, the policy
questions for the Council are as follows:

1. Is the Council comfortable with how the proposed amendment deals with the north/south
transportation iSsue?

2. Does the Council want the property cleaned up to a public use standard, or is the Council
comfortable with the County language that calls for remediation (this could include clean
up for public use or land use controls such as a fence)

Depending on the policy direction provided, it is possible that this item could be considered at .
the January 27, 2003 Council meeting. Finally, at the December 16, 2003 meeting there were
some questions raised regarding the GSA's disposal of the property. Attached is the response
that we received from the GSA on this issue. Representatives from both Ramsey County and the
Development Team will be present to answer and questions that the Council might have.

Requested Action

Provided for discussion purposes.

.
