<br />Memo to Mayor and Council <br />February 20, 2003. <br />Page 2 <br /> <br />. <br /> <br />Staff would like to explore two options and come back to the Council at the March 10th <br />meeting with the preferred alternative. The first option would be to work with an <br />adjacent community to "rent" a member of their finance staff. On a preliminary basis, <br />staff has contacted the City of Shoreview to see if they have any potential interest. Staff <br />would anticipate contacting the cities of Roseville and New Brighton as well. Roseville <br />may be the. most logical fit as they use the same finance software as we do, Since we still <br />have some converting to do to the new software package, this would be particularly <br />helpful. Given our potential long term need, it may be more difficult for other cities to <br />make a nine month commitment. Additionally, with the potential state aid cuts a strain <br />may be placed on the aforementioned cities finance departments as they are asked to <br />consider various options and alternatives. <br /> <br />The second option would be to utilize the City's designated financial advisor, Ehlers and <br />Associates, to provide the necessary services. Many of the employees are former finance <br />directors who are familiar with governmental finance. Unless the Council has an <br />aversion tq either one of the options, staff will evaluate both and bring back a <br />recommendation for the March 10, 2003 meeting. <br /> <br />From a financial perspective, this service is estimated to cost $21,600. This assumes 10 . <br />hours per week at $60 per hour for 36 weeks. This expense would be allocated in the <br />following manner: <br /> <br />30% General Fund <br />65% Sewer, Water, and Surface Water Management Enterprise Funds (30%-30%-5%) <br />SOlo BDA <br /> <br />The lack of salary associated with the vacancy will offset this expense. <br /> <br />2, Authorize additional compensation for Finance and Human Resources Assistant <br /> <br />With the City Accountant/Treasurer position being vacant, many of the day-to-day <br />finance responsibilities have been assumed by Finance and Human Resources Assistant <br />Sandy Berres. Fortunately, Sandy has demonstrated that she is up to the task. In <br />recognition of this additional responsibility, staff would respectfully request that 15% <br />salary increase be provided until a replacement City AccountantlTreasurer is hired. The <br />lack of salary associated with the vacancy will offset this expense. <br /> <br />Requested Action <br /> <br />1. Authorize staff to pursue an agreement for temporary accounting services to be brought forth <br />at the March 10,2003 City Council meeting. . <br />2. Authorize a 15% salary increase for the Finance and Human Resources Assistant until the <br />City Accountant/Treasurer position is filled. <br />
