<br />. <br /> <br />A PROPOSAL SUBMITTED TO THE CITY OF ARDEN HILLS <br />FOR THE RECRUITMENT OF THE POSITION OF <br />CITY ADMINISTRATOR <br /> <br />This proposal describes the activities to be performed by Public Administration Associates, <br />acting as a consultant for the City of Arden Hills in the recruitment and selection of a City <br />Administrator. It also lists the cost of these services and suggests time frame schedules for the <br />process. <br /> <br />The recruitment process outlined below has been designed to recruit the most qualified candidates <br />for consideration for appointment as the City Administrator. <br /> <br />1. Assist the City in the preparation and placement of advertisements for the position; <br /> <br />2. Review applications, prepare mini-resumes on each candidate, acknowledge receipt of <br />applications and sort into appropriate categories; <br /> <br />3. Review applications with the Mayor and City Council for selection of semi-finalists <br />(probably 8 to 10); <br /> <br />. <br /> <br />4. Contact semi-finalists, conduct background and reference checks while the semi-finalists <br />are preparing a six-minute videotape of themselves responding to six questions; <br /> <br />5. Review semi-finalists with the Mayor and City Council for selection of candidates to be <br />interviewed (probably 3 to 5); <br /> <br />6. Work with the Mayor and City Council, City staff, and candidates to arrange interviews; <br /> <br />7. Assist in the interview process, including arranging the schedule, coordinating plans with <br />candidates, providing sample interview questions, observing the interviews, facilitating the <br />selection of the first choice, and generally seeing that the interviews run smoothly; <br /> <br />8. Provide Negotiation Assistance by conveying terms to and from the candidate selected <br />until agreement is reached; <br /> <br />9. Prepare letters thanking all applicants and notifying them ofthe final result. <br /> <br />Cost <br /> <br />The project costs for professional services will be $6,000 plus reimbursement of actual out-of- <br />pocket expenses such as postage, copying, long distance phone calls, mileage, and other <br />miscellaneous items, which are estimated to be in the range of $800 to $1,200. Reimbursement <br />.' of our-of-pocket expenses will not exceed $1,500 under any circumstances. <br />
