<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MARCH 31, 2003 <br /> <br />7 <br /> <br />. <br /> <br />Marjorie Harold, 3251 Fernwood, stated as President of the Josephine Hills <br />Association, she and the Association agreed with what Ms. Swanson had said in <br />the prepared statement she submitted earlier. <br /> <br />Girish Bhatt, 1249 Karth Lake Drive, asked when the assessment role would be <br />adopted. <br /> <br />Mr. Brown replied when the project had been approved. <br /> <br />Robert Woodburn, 1220 Inl!:erson Court, asked what the City's definition of <br />"frontage" was. <br /> <br />Mr. Miller stated the definition was in the City Ordinance and he did not have the <br />Ordinance with him this evening. <br /> <br />. Mr. Woodburn stated he believed the dictionary definition of "frontage" was the <br />property facing the street. <br /> <br />Mr. Parrish replied the definition of frontage was relative to the size of the lot. <br />He noted there were a number of exceptions that had been noted at the beginning <br />ofthis meeting. <br /> <br />Mr. Woodburn requested the City clarify the definition of frontage. <br /> <br />Lynn Diaz, 1143 Inl!:erson Road, stated her frontage calculation was correct, but <br />she inquired about State Aid Funds. She noted Ingerson Road used to be a County <br />Road and it was a collector street, which had traffic levels beyond the normal <br />residential traffic. She noted State Aid was given for those streets. She stated the <br />intention of the State Aid Funds was for the maintenance of those roads. She <br />noted the City was charging the residents along Ingerson twice because they had <br />already put tax money into the State Aid Fund and now are being assessed. She <br />requested the assessment be based upon the amount after the State Aid Fund was <br />deducted. <br /> <br />. <br /> <br />Mr. Parrish replied the City's practice had been to apply the MSA fund to the <br />City's portion and not the residents' portion. <br />
