<br />e <br /> <br />- <br /> <br />-. <br /> <br />Special Use Pennil Requirements <br />Ramsey County /uls worked diligemly to develop this project in accordance with the <br />City's Special Use Pennit requirements. We believe the Project Design Team has in all <br />cases met, and in some cases exceeded, the City's expectations for the Projecl as Olalined <br />in the City's letter to the Ramsey County Board of Commissioners, daled January_iS, <br />2002. Three major items identified by the City became the focus of the Project Design <br />Team's work: <br /> <br />. Zoning. This project design adheres to the high quality standards set by the City for <br />specljication o{building materials and landscaping features. Overhead garage doors, <br />parking lots, and other 1lI1sigl1lly elements have been creatively screened. Indoor parking <br />has been idemljied for all maintenance vehicles and related equipmcm. The site design <br />was developed with an understanding of the need to soften the view of the new facility <br />from the south, along Highway 96 andji-om the residemial area sonlh o{the Projecl Sile; <br /> <br />. Project Design. The design is consistent with the City's direction to use high-quality <br />materials for both the building and the landscaping. The new structure should have a <br />use{ullife of 50-plus years and its design will be accommodating to future area <br />developmellts. Extensive use ollandscaping materials and benning has been idelltified in <br />the schematic design with the goal ofpresen'ing the best natural features of the site. <br /> <br />. Process. Ramsey COHnty has worked effectively with our public partners to <br />accommodate all our Ileeds while meeting strict fillancial parameters. Several Ardell <br />Hills represematives have played active roles ill the desigll of the Arden Hills portion o{ <br />the facility specifically as well as the overall building design To date, the County has met <br />with the City's Maintenallce Facility Task Force, appeared before the City Coullcil ill a <br />workshop sessioil. and invited over 800 Arden Hills residems near the site to attelld an <br />open house soliciting tlwir comments Oil the schematic desigll plans for the project. <br />Ramse}' County remains com mitred to ensllring on-going communication among the <br />Pro)'ectpartllers and encouraUillO the exchmlOe oj'creative ideas as we l,roceed to <br />.000. <br />develop the project. <br /> <br />Additional Information <br />· The Environmental Assessmel1l used in the cOllsideration of land transFer is also <br />included and serves for information only. A new Environmental Assessment is not <br />required for this project since the occupied portion of the building (excludes parking <br />areas) falls under the minimum size per State guidelines, <br /> <br />· The traffic study completed for this proiect is included in Attachment 2. <br /> <br />· Other attachments offered for information purposes include an artist's rendering of <br />the exterior (Attachment i), e.xamples of proposed quality of architectural precast wall <br />panels (Attachment 4), conceptual view of site from City Hall (Attachmel1l 5), and <br />proposed site lighting fixture speCification sheets (Attachrnent 6). <br />
