<br />e <br /> <br />- <br /> <br />- <br /> <br />Requested Variances <br />The current Civic Center zoning designation for the property under consideration is this <br />Special Use Pennit defines standards as outlined on the Site Plan. The County requests <br />standards variances for three issues: Maximum Building Height, Outdoor Storage, and <br />Exterior Building Materials. <br /> <br />. Maximum Building Height (35 feet) <br />The proposed height of building for the housillg of salt and sand is 48feet. <br /> <br />MPCA requires new salt and sand storage stmclures 10 have the materials covered and <br />eliminate potential mn-off conditions. The proposed building structure is a tensile fabric <br />membrane cover on galvanized framing on concrete walls. The shape of this building <br />system covers material in an efficient manner. The height is dicratedfor a safe and <br />efficient operation and industry standards. <br /> <br />Long bed dump trucks require 30feet of vertical clearance half of the width of the <br />building for safe unloading to the stockpile. From-end loaders will load trucks within the <br />building and under cover. <br /> <br />171is similar structure can be found throughout the state at many Minnesota Department <br />of Tramportationfacilities and many county facilities (Dakota County's stmcture is less <br />than 6 lIlonths old). See the drawings for plans, elevations, and section through the <br />proposed building. <br /> <br />. Outdoor Material Storage <br />17w project's building components have been sited in a manner, together with <br />extensive landscaping alld benning to screell the outdoor materials. Thefootprim of <br />the primary building screens sightlinesji-OIn the south, with the gemly arcing building <br />separating the 'public' sidefrom the '1vorkillg' side of the project. Landscaping and <br />buildings screen materials from the east and north property lines. <br /> <br />The National Guard project adjoins on the west side 10 limit the visibility ololltdoor <br />storage from the far west. <br /> <br />. <br /> <br />Exterior Building Materials <br />The proposed project exterior materials include brick, masonry, precast concrete <br />wall panels, glass, and pre:finished ribbed metal panel. Precast concrete and pre- <br />finished metal panel are not materials ,Ipecifically allow in the Civic Cellter <br />standards. The material selection and placement was deliberate as they relate to <br />.limction and the immediate environment. <br /> <br />Brick is proposed on the southern portion of the main building nearest public contact. <br />Precast concrete is proposed for the primary building north of, and including, the <br />arcing portion of the plan. Concrete is an excellent material in the 'yard' <br />environment. The textured panels, teamed with the shear distance away from the <br />public realm, will provide a very consistent building color and appearance, while <br />
